• <br />Conclusion: There was no appazent error in assigning the present zoning designation <br />to the tract in question. It does, however, by virtue of location and <br />underlying land use designation, satisfy the criteria established for R-3 <br />zoning. If the applicants aze able to demonstrate that the requested zoning <br />would represent the highest and best use of the property, granting the <br />requested change would not be contrary to the goals and intent of the <br />Comprehensive Plan. The rezoning would be granted, however, with the <br />understanding that infrastructure improvements will be necessary in order <br />to support development within this tract. <br />• <br />U <br />
