• • <br />#FV97-001 <br />Page 8 of 8 <br />1/16/97 <br />The engineering "no-rise" certification and supporting technical data must stipulate NO <br />impact on the 100-year flood elevations, floodway elevations or floodway widths at the <br />new cross-sections and at all existing cross-sections anywhere in the model. Therefore, <br />the revised computer model should be run for a sufficient distance (usually one mile <br />depending on hydraulic slope of the stream) upstream and downstream of the <br />development site to insure a proper "no-rise" certification. <br />FEMA requires completion of the appropriate information on new forms entitled, <br />"Revisions to National Flood Insurance Program Maps, Application/Certification Forms <br />and Instructions for Conditional Letters of Map Revision, Letters of Map Revision, and <br />Physical Map Revisions. " <br />Staff recommends denying the applicant's request until the documentation outlined in <br />Flood Damage Preventation Ordinance #1533 has been satisfied and said documentation <br />is provided to the City for Staff review. <br />Staff has contacted a representative of FEMA that was contacted by the applicant. The <br />representative stated that we were not allowed to build in a floodway. He also stated that <br />we could be fined $50 annually per flood insured property. He stated that there are <br />approximately 2,000 properties in La Porte that carry flood insurance. The estimted cost <br />of probation in the program would be approximately $100,000 annually. A second <br />violation may mean suspension from the program. <br />
