�J <br />Staff Report Summer Winds, Section III March 3,1999 <br />Preliminary Plat <br />Requested By: Earl W. Wilburn, Jr., Secretary <br />Summer Winds, LLC <br />Requested For: A 10 Acres of Land being Outlot 697 to the W. B. Lawrence Subdivision <br />Volume 83, Page 344, H.C.D.R out of the William M. Jones Survey, A-482, <br />City of LaPorte, Harris County, Texas. <br />Present ZoninE: Low Density Residential (R-1) <br />Requested Use: Residential Subdivision <br />Background: Summer Winds is a residential subdivision located on the north side of <br />Fairmont Parkway, approximately 3700 block of Underwood Road. Under <br />the terms of Development Ordinance 1444, it is classified as a major <br />subdivision. The Amended General Plan for the subdivision was Approved <br />by the Commission on February18, 1999. <br />Analysis: Summer Winds Section III proposes three blocks, 37 lots, and one restricted <br />reserve approximately 0.5 acre for detention pond. About four dwelling units <br />per acre conform to the City's Comprehensive Plan. The proposed <br />subdivision will be located in Park Zone 1. The City's Development <br />Ordinance prohibits the dedication of parkland less than one acre in size; <br />therefore, money in lieu of parkland would be required at or prior to the time <br />of final plat approval. <br />Staff would note that Section 5.02 of the Development Ordinance empowers <br />the Commission to require pedestrian sidewalks when it feels their inclusion <br />will serve the public interest. Staff recommends the inclusion of sidewalks <br />within the Subdivision. Responsibility for construction of the walks should <br />be specified by covenant as well as stated in writing on the final plat <br />Conclusion: Staff has reviewed the plan and found it to be in accordance with the zoning <br />and development ordinance of the City.
