Gray <br /> <br />Low Density Residential (R-l), and General Commercial (GC) <br /> <br />At your meeting on August 11, 2000, the Commission approved the <br />Preliminary Plat for Fairmont Park East, Section 8 with the following <br />conditions. <br /> <br />1. The developer shall file with the City an amended General Plan for <br />the area east of Driftwood that would reflect the concerns of parking <br />and adequate open space around the detention pond. <br />2. As part of this amended General Plan, show a general layout of the <br />residential area south of the detention pond. Account for additional <br />parking along with the goal to avoid lots backing up against the <br />detention basin. <br />3. The submittal and approval of an amendment to the General Plan of <br />Fairmont Park East, Sections Five through Eight will be required <br />before approval of the final plat for Section Eight. <br /> <br />The applicant has submitted an amended General Plan. The amended <br />General Plan does address the fIrst part of condition number 1. An area has <br />been reserved for the future creation of a parking lot. The area is roughly 00' <br />x 00' and could accommodate approximately 00 cars. This facility would <br />eventually serve patrons visiting the detention /park area. The second part of <br />. condition number 1 has not been addressed. There is not enough detail <br />shown on the General Plan to indicate the area between the detention pond <br />boundary and the top of the detention pond slope. The City's Drainage <br />Criteria Manual, which was adopted after the construction of this detention <br />pond, requires a minimum 12' of open space around the perimeter of <br />detention ponds. The goal here is to provide enough usable area around the <br />perimeter of the detention pond to be able to perform maintenance and <br />provide amenities such as a walking trail and landscaping, etc. <br /> <br />The amended General Plan addresses the first part of condition number 2. A <br />single family residential layout is shown. However, the second part of <br />condition number 2 has not been addressed. No attempt has been made to <br />avoid lots backing up against the detention basin. The Plan shows 12 <br />residential lots backing up against the detention / park area. <br />
