Staff Report Spencer Landing, Section 3 April 19, 2001 <br />Final Plat <br />Requested By: Mr. Brad Dill, Manager <br />B. D. Realty Advisors, L.L.C. <br />Requested For: A 9.163 acre tract out of lot 32, 33, 48, and 49, La Porte Outlots, descr ibed in <br />Volume 59, Page 313, Harris County Deed Records, in the Richard Pearsall <br />Survey, Abstract 625, City of LaPorte, Harris County, Texas. <br />Present Zoning: High Density Residential (R-3) and Low Density Residential (R-1) <br />(Single -Family dwellings is a permitted use in R-3 Zone) <br />Requested Use: Single -Family Residential Subdivision <br />Background: Spencer Landing is a residential subdivision to be located on the south of <br />North D Street and west of Spencer Landing Section One. The Commission <br />approved the General Plan for Spencer Landing Subdivision, Section 3 & 4; <br />during their February 15, 2001 meeting. <br />Spencer Landing, Section 3 is composed of-2 Blocks and 31 Lots. The <br />Preliminary Plat' for Section 3 was reviewed and approved by . the <br />Commission during their March 15, 2001 meeting. <br />Analysis: Staff, using Development Ordinance 1444, Section 4.04 and Appendix D as <br />a guide, has reviewed Spencer Landing Section 3 Final Plat and found it to <br />be substantial compliance with applicable Ordinance requirements. <br />The proposed subdivision will be located in Park Zone Five. In accordance <br />with the Development Ordinance, parkland dedication would have been less <br />than one acre in size; therefore, money in lieu of parkland has been <br />recommended. <br />The staff has reviewed the covenants for Spencer Landing, Section 3. . <br />Paving, drainage, and utility construction plans have been reviewed and <br />approved by the staff. As a'condition of the Preliminary Plat approval, the <br />Commission required the developer to install sidewalks along south side of <br />North D Street. This item has been incorporated into the construction of <br />paving and underground utilities of Spencer Landing Section 3. <br />
