�J <br />• <br />Staff Report July 19, 2001 <br />PRELIlVIINARY PLAT <br />FOR <br />FAH MONT PARK EAST SECTION TEN <br />Reques Consider approval of Preliminary Plat for Fairmont Park East, Section 10 <br />Requested By: Mr. Eddie V. Gray <br />Present Zoning: Low Density Residential (R-1) <br />Background: The total tract comprises 15.746 acres of land along Spencer Highway <br />between Pipeline Easement and Rizzuto Elementary School's access drive, <br />to the east of La Porte Fire Station No.2. At the meeting on April 19, 2001, <br />the Commission recommended City Council approval of a Rezone Request <br />#R 01-002. On May 8, 2001, City Council approved your recommendation <br />to rezone 14.2 acres of land on the south side of Spencer Highway from GC <br />to R-1, while the remaining 1.5 acres, with frontage along Spencer Highway, <br />would retain its current General Commercial (GC) zoning. However, the <br />Council has voiced concern about the only point of access for pedestrians <br />being Spencer Highway. <br />Section 4.03 and Appendix D of the City's Development Ordinance <br />establishes criteria for review of the development project. After preliminary <br />review of the submitted plat, staff has responded to the developer with the <br />following concerns. <br />A schematic layout of all proposed utilities including water line <br />should be shown on the plat. <br />2. A divided roadway entrance at Spencer Highway will not help to <br />solve the -problem of only one way in and out of the proposed <br />subdivision for emergency vehicles. <br />3. An easement intended to serve as pedestrian access to Fairmont Park <br />via Rizzuto Elementary needs to be addressed in a better perspective. <br />Staff has also provided an example of a successful pedestrian access <br />between lots in a cul-de-sac of one of the other subdivision in La <br />Porte. <br />Analysis: The applicant has submitted a Preliminary Plat for Fairmont Park East <br />Section Ten. Staff has reviewed Preliminary Plat subject to Zoning, <br />Development Ordinance, and City's Comprehensive Plan, which establish <br />the following criteria for review of the development project. <br />Land Use — Review of the City's adopted Land Use Plan indicates this area <br />is envisioned as developing with mid -to -high density residential. <br />Development of the adjacent properties .is a mix of residential; Fairmont <br />
