Analvsis: <br /> <br />Review. proposed Chapter 4 of the Public Improvements Criteria Manual' <br /> <br />Mr. Robert Alden Cwnmings, Supervising Engineer, City of La Porte <br /> <br />The Development Ordinance of 1998, Ordinance 1444, references the Public <br />Improvements Criteria Manual (pICM) as. being "the set of standards set <br />forth. . . to determine the specific technical requirements for construction of <br />publi~ improvements." Currently, the PICM does not contain a chapter on <br />sanitary sewer design requirements. The master plan for the PICM,' <br />document is to have all aspects of public improvements desigJ;l covered <br />including waste water collection systems. In an effort to move toward that <br />ul1;imate goal, design standards coveriiIg the sanitary sewer collection system <br />~ being presented to the Planning & Zoiling Commission f<?r review. . <br /> <br />When Chapter 5' on Storm Water Desigri Requirements was passed in 1999, <br />the Planning & Zoning Commission reviewed and recommended its <br />adoption and approval to the City . COllllCil. Therefore, the official <br />recommendation of approval from the Planning & Zoning Commission will <br />be sought before any official action is taken on the proposed Chapter 4 by' .' <br />the City Council. To that end, the Planning' & Zoning Commission is asked <br />to review the attached docu.rnent and eventually seek public comment on <br />said document before making an official recommendation. <br /> <br />Knowing that most municipal waste water collection systems governing and <br />'designing entities tend to refer to the City' of Houston water system design <br />criteria, City Staff looked at the City of Houston design criteria and applied <br />.the day to day experiences and recommendations of the Department of <br />Public Works, the Engineering Department and Title 30 of the Texas <br />Administrative Code Chapter 317 on Design Criteria for Sewerage Systems <br />to devel~p a sanitary sewer collection system design criteria custom built for <br />the City of La'Porte. ' <br /> <br />'. Lift. Stations - With the. promulgation of the sanitary sewer system <br />design criteria of the Public Improvements Criteria Manual, there will <br />finally be some standardizatio~as to the required wet well working <br />volUme, minimum pump cycle time, minimum proposed lift station sites, <br />and the elevations of the top of the lift station site in Special Flood <br />Hazard .Areas. Currently, City Staff must spend a considerable ,amount <br />of time speaking to engineering consultants on a one by one, on a project <br />JJy project ,basis about the, 'requirements surrounding' lift station <br />constructio.Q.. <br /> <br />· Subdivisi()n Design ~ The proposed Chapter 4 of the PICM will bring <br />a large degree of similarity in the designed and presented subdivision <br />utility schematics and construction drawings that the City of La Porte <br />
