Staff Report Fairmont Park East Business Park January 15, 2004 <br />Unrestricted Reserves — Preliminary Plat <br />Requested Bv: Eddie V. Gray, Trustee, Fairmont Park, N. <br />Requested For: A 4.619 acre tract out of an 10.5974 acre tract (TR 32, Fairmont Park, JV.), <br />located in the William M. Jones Survey, Abstract-482, City of La Porte, <br />Harris County, Texas. <br />Location: 10400 Block of W. Fairmont Parkway, at the northeast corner of Fairmont <br />Parkway and Farrington Blvd. <br />Present Zoning: General Commercial (GC) <br />Background: During the March 20, 2003 public hearing for zone change request #R 03- <br />002, the Commission asked the Developer to consider the following items <br />related to this project: <br />• Incorporate additional GC tracts to rezone to R-1. This may provide <br />better layout/design for the future residential development. <br />• Secure controlled driveway access of GC along Fairmont Parkway. <br />• Determine buffers and screening mechanisms to protect proposed <br />residences from commercial developments. <br />To accomplish the above, the Commission agreed to continue the public <br />hearing for zone change request. <br />The applicant owns approximately 20-acre tract or parcels of land along both <br />sides of Farrington Blvd. The area under consideration comprises 4.619 <br />acres of land to the east of existing commercial uses along Fairmont <br />Parkway. The property will be identified as Fairmont Park East Business <br />Park, Unrestricted Reserves 2, 3, 4, 5, and 6. The owner has proposed <br />unrestricted commercial reserves for the purpose of developing commercial <br />uses. <br />Staff held meetings with the developer to address the above issues and <br />secure controlled access easement along Fairmont Parkway. As directed by <br />the Commission, the easement would provide pedestrian access to connect <br />Big Island Slough to the Exxon -Mobil Pipeline as described in the City's <br />pedestrian plan. These issues need to be resolved as of date. The current plan <br />shows the building lines at 55'from the property line. Each reserve has about <br />125' to 150' of frontage along Fairmont Parkway. However, buffering and <br />screening measures have not been determined. <br />
