Gray <br />Present Zoning <br />General Commercial GC <br />Requested Zoning <br />Low Density Residential (R-1) <br />Acreage <br />15.65 acres <br />Surrounding Zoning <br />North Low Density Residential (R-1) <br />East Low Density Residential (R-1) <br />South Fairmont Parkway <br />West Low Density Residential -1 <br />Land Use <br />Residential <br />Activity Proposed <br />Residential <br />Summary: • The applicant is requesting approval of a preliminary plat for proposed <br />Fairmont Park .East Section Twelve to be located on both sides of <br />Farrington Blvd. <br />• During the March 20, 2003 public hearing, the Commission asked the <br />Developer to consider the following items: <br />a) Incorporate additional GC tracts to rezone to .R-1. This may provide <br />better layout/design for the future residential development. <br />b) Secure controlled driveway access of GC along Fairmont Parkway. <br />c) Determine buffers and screening mechanisms to protect proposed <br />residences from commercial developments. <br />d) Increase lot sizes at entrance on Farrington Blvd. & eliminate <br />commercial reserve along Farrington Blvd. <br />• The Developer was to discuss the above issues and work with Staff and <br />resubmit rezone request #R03-002. To accomplish this, the Commission <br />agreed to continue the public hearing on April 17, 2003. Later, the owner <br />withdrew the request. <br />• To date, the developer has not addressed the above issues. <br />• On December 19, 2003, the developer submitted a Preliminary Plat for the <br />proposed subdivision. <br />• The zoning of the property is still General Commercial (GC). <br />Recommendation: The Preliminary Plat is in accordance with the City's development regulations. <br />Staff recommends approval of the Preliminary Plat with the following <br />conditions: <br />• Zone change request needs to be approved prior to filing of the final plat. <br />• Construction drawings shall indicate oil site drainage improvements to <br />ensure proper drainage of the adjacent commercial property and residential <br />subdivision. <br />• As agreed, the developer is responsible for installation of sidewalks along <br />both sides of all public streets within the subdivision and along east and <br />west right-of-way line of Farrington Blvd. upto end of the subdivision line. <br />• Staff would like to look at the configuration of lots specifically at the <br />subdivision entrance to determine an appropriate size of GC reserve or <br />preferably it would be included in the residential subdivision. <br />
