Fairmont Park East, Section 12 9-eliminary Plat <br />1 /15/04 — P & Z Meeting <br />Page 3 of 3 <br />Drainage — Storm water design and management were the issues resolved <br />carefully with the developer of the proposed subdivision. The proposed <br />section is adjacent to the Big Island Slough. Currently, a 10' drainage <br />easement is shown through the proposed subdivision and out falling into Big <br />Island Slough. A 1.5741 acre tract to the west is reserved for detention area. <br />The detention area's size and capacity are reviewed to ensure that it will <br />adequately serve the proposed development. The developer shall provide all <br />the necessary easements required for proper drainage including storm water <br />inlets. <br />Conclusion and <br />Recommendation: The Preliminary Plat is in accordance with the City's development <br />regulations. Staff recommends approval of the Preliminary Plat with the <br />following conditions: <br />• Zone change request needs to be approved prior to filing of the final plat. <br />• Construction drawings shall indicate off -site drainage improvements to <br />ensure proper drainage of the adjacent commercial property and <br />residential subdivision. <br />• As agreed, the developer is responsible for installation of sidewalks <br />along both sides of all public streets within the subdivision and along <br />east and west right-of-way line of Farrington Blvd. to the end of the <br />subdivision line. <br />• Staff would like to see less commercial on Farrington Blvd. A short cul- <br />de-sac could be designed. <br />• If GC reserve is maintained, then instead of separate drive, it could <br />combine with the existing drive utilized by the Dollar General. <br />Options available to the Commission are as follows: <br />• Approval of the Preliminary Plat as submitted. <br />• Conditional approval of the Preliminary Plat requires submission of an <br />amended Preliminary Plat and additional documentation as specified by <br />the Commission. <br />Disapproval of the Preliminary Plat requires submission of a new <br />Preliminary Plat. <br />
