The Port of Houston Authority is requesting approval of a Major <br />Development Site Plan for the proposed truck pre -check facility along <br />Barbour's Cut Blvd. <br />• Earlier, the Planning and Zoning Commission, during its December 19, <br />2002 meeting, held a public hearing to receive citizen comments regarding <br />rezone request by the Port of Houston Authority. The Commission <br />recommended to Council approval of this rezone from Business Industrial <br />(BI) to Planned Unit Development (PUD). City Council approved it at their <br />January 13, 2003 meeting. rezoning of this property from General <br />Commercial (GC), Medium Density Residential (R-2), and Low -Density <br />Residential (R-l) to Business Industrial (BI). <br />• Later, the Planning and Zoning Commission, during their May 15, 2003, <br />considered General Plan and held public hearing to receive citizen's <br />comments on Special Conditional Use Permit Request #SCU 03-001. <br />After taking comments and questions, the Commission recommended <br />approval to City Council. <br />• City Council at its August 11, 2003 meeting, approved Special <br />Conditional Use Permit with conditions <br />• The owner/developer worked diligently with the staff to address those <br />community concerns. <br />• The plan will be developed in two phases. A 20' high sound wall will be <br />constructed along the south property line to avoid adverse impact on the <br />adjacent residential properties. <br />• Phase H will include all the site work, parking lot, drives, water main, <br />and landscape improvement. <br />Recommendation: Staff reviewed the development for the Pre -Check Facility and found it to be <br />in substantial compliance with applicable ordinance requirements. The plan <br />is recommended for approval with the condition that; <br />• Prior to the use or occupancy, a subdivision plat for the entire 20.7-acre <br />tract shall be submitted for approval by the City before filing with the <br />Harris County. <br />
