<br />. <br /> <br />. <br /> <br />Special Conditional Use #SCU04-005 <br />P & Z (5120/04) <br />Page 3 of3 <br /> <br />unchecked runoff would have a negative impact on the feeder road and <br />intersection of Barbour' s Cut. <br /> <br />Recommendation: Based on the above analysis, staff recommends disapproval of the Special <br />Conditional Use Permit #SCU04-005. Should the Commission favorably <br />consider the request, we recommend the following conditions: <br /> <br />1. The site is constructed with sound baniers to the west and south <br />portions of the perimeter adjacent to the residential neighborhood <br />and existing motel. <br />2. The site be heavily landscaped along areas adjacent to residences and <br />existing businesses to further isolate truck activity. <br />3. Truck traffic is prohibited from using 11th Street. <br />4. The developer is responsible for upgrading that portion of Fairlane <br />Street adjacent to his site to the standards necessary to support heavy <br />Truck traffic; and subject to the approval of the City's Supervising <br />Engineer. <br />5. Drainage to be planned to have a net zero effect for stormwater <br />runoff for surrounding areas and mitigate any sheet flow or drainage <br />corridor issues to the satisfaction of the City's Supervising Engineer. <br />6. That no driveway be closer than 40' to the intersection of S.H. 146 <br />and Barbour's Cut. The City is to be furnished with a copy of <br />approved driveway permits issued by TxDOT. <br />7. The developer is responsible for connectivity (sidewalks) with the <br />motel and along 11th and Fairlane Streets. <br />8. A minor development site plan prepared in accordance with the <br />requirements of City Ordinance 1444 and approved by the City. <br /> <br />Options available to the Commission are: <br /> <br />. Recommend to Council approval of this SCUP. <br /> <br />. Recommend to Council approval of this SCUP with additional <br />conditions. <br /> <br />. Recommend to Council denial of this SCUP. <br /> <br />. Continue the public hearing at the Commission's next regular meeting to <br />allow further study of this item. This results in tabling any action on this <br />item. <br />
