• <br />• <br />La Porte Self Storage <br />Staff Report - Expansion June 17, 2004 <br />Special Conditional Use Permit #SCU04-008 <br />Requested by: WPT Properties, Ltd. (William Thomas) <br />Requested for: 2.14. acres, part of the Richard Pearsall 1/3 League, Abstract 625, La Porte, <br />Harris County, Texas <br />Locations: 2915 N. 23'd Street <br />Present Zoning: General Commercial, GC, Light Industrial (LI), Business Industrial (BI) <br />Requested Use: Expansion of Self Storage Facility for Open Storage. <br />Background: On 9-27-99, A Special Conditional Use Permit #SCU99-003 was issued to <br />La Porte Self Storage in a General Commercial Zone. The permit was <br />specifically limited to Phase I (Mini -Storage Warehouse). The existing <br />facility is primarily in 'a GC zone with a portion (detention pond) within that <br />part of the tract of land in a Light Industrial (LI) zone. <br />This issue was initially heard -by P&Z on May 20, 2004, and tabled to allow <br />the applicant- time to firm plans for the expansion and incorporate changes <br />verbalized at the May 20s' session. <br />The applicant seeks to expand the facility by paving 2.14 acres of an <br />adjacent portion of the site within that part of the tract that is in a Business <br />Industrial .(BI) zone 'and abutting Spencer Highway to the south. The <br />purpose of the expansion is open storage for boats, RVs. etc. <br />Analysis; The original permit was conditional in a GC zone and. limited to Phase I. <br />Sec. 106-521 (a) Table A, Industrial Uses, states "All uses conditional in the <br />GC zone, except residential" are conditional use in all types of industrial <br />districts. This expansion represents Phase. H and, therefore, requires a <br />special conditional use permit. It should be noted that this facility is adjacent <br />to the City of La Porte Public Works Department and in the vicinity of the <br />site identified for the new Police Station at 23d Street and Spencer Highway. <br />In considering this request, Staff reviewed the following Comprehensive <br />Plan elements: Land Use, Thoroughfare System, Utility Infrastructure, and <br />Residential Development. The specific issues considered are as follows: <br />Land Use -- Review of the City's Land Use Plan shows the subject tract <br />developments spanning commercial and industrial uses. While no structure <br />is planned, the use of the land requires conditional permit. Surrounding uses <br />include GC to the west and south, BI to the south, and LI to the east and <br />north. No residential uses are present. The intended use of the proposed <br />site is compatible. with surrounding zones.
