Staff Report Seville Place Apartments November 18, 2004 <br />Major Development Site Plan <br />Backaround <br />The proposed Seville Place Apartments consists of 180 units; a multifamily residential <br />subdivision occupying 22.3499 acres located at the northeast of Fairmont Parkway and <br />Luella Boulevard. The said tract is located just east of Golf course and San Jacinto <br />College across Luella Blvd in the William H. Jones Survey, Abstract 482, La Porte, <br />Harris County, Texas. As proposed, the subdivision will have frontage on both Luella <br />Blvd. and Venture Lane. <br />Under the terms of Development Ordinance 1444, the proposed development is <br />considered to be a major subdivision. This is based on the size of the development in <br />excess of 10 acres. The Development Ordinance requires a two -stage approval process <br />for major subdivisions. The first stage is preliminary plat review and approval followed <br />by submittal of a final plat, along with the construction drawings and other applicable <br />documents. <br />The Planning and Zoning Commission at its September 16, 2004, meeting approved the <br />Preliminary Plat of this subdivision with the following conditions: <br />• Installation of Sidewalks along both sides of all right -of ways within the subdivision <br />and east side of Luella Blvd. <br />• Construction drawings to show site drainage improvements and ensure proper drainage. <br />• Provision for securing a maintenance bond or other alternatives. <br />• Ownership and maintenance of the detention pond. <br />Analysis <br />Staff, using Development Ordinance 1444, Section 4.04 and a site plan checklist as a <br />guide, has reviewed the development site plan for the Seville Place Apartments and found <br />it to be in substantial compliance with applicable ordinance requirements. <br />Staff has reviewed the plan document and found it satisfies Development Ordinance <br />criteria for graphic contents. Staff has also reviewed the construction plans and found <br />them to be in accordance with the Development Ordinance. As proposed, the subdivision <br />utility plan is satisfactory. The title certificate letter submitted by the applicant <br />satisfactorily documents property ownership; it verifies that no delinquent City or County <br />taxes are due on the property. <br />
