<br />Lakes at Fairmont Greens - Final Plat <br />3/16/06 - P & Z Meeting <br />Page 4 of5 <br /> <br />Drainage - The proposed development lies within the Taylor Bayou <br />Watershed and Tax Increment Reinvestment Zone (TIRZ #1). The channel <br />improvements cannot directly receive storm water runoff from this <br />development. A solution is to provide storm water detention within this <br />development. The proposed layout depicts several reserves along eastern <br />boundary of the development adjacent to the Golf Course. These reserves <br />are intended to provide the drainage and detention for the full <br />development. The developer's layout for drainage and detention is quite <br />similar to the layout contained in the Taylor Bayou Drainage Master Plan. <br />The Master Plan shows a north-south channel conveying storm water <br />downstream to a detention pond that is less than the one provided by the <br />developers. <br /> <br />This layout shows wider channel areas serving as additional buffer for the <br />Golf Course. Constant level ponds could also increase aesthetics for <br />adjacent homeowners and users of the pedestrian trails. Fencing along the <br />detention areas to prevent free movement of pedestrian traffic between the <br />Golf Course and the subdivision is mandated. Detention basins design and <br />calculations will be reviewed thoroughly to make sure that water is <br />retained sufficiently to prevent flooding on the Golf Course and the <br />subdivision. Staff suggests a statement on the final plat that the <br />homeowner association shall be responsible for the maintenance of these <br />detention basins. <br /> <br />Conclusion and <br />Recommendation: <br /> <br />Staff reviewed the Final Plat and found it to be in accordance with the <br />Development Ordinance of the City. Staff recommends approval. The <br />following items need to be addressed prior to the recordation of the Plat: <br /> <br />· All construction improvements are complete at site. <br /> <br />· Furnish approval letter from the Harris County Flood Control District <br />(HCFCD) for the drop structure to the Taylor Bayou. <br /> <br />· Sidewalks shall be installed along both sides of all public streets in the <br />subdivision and should be stated on the Final Plat. <br /> <br />· Payment of$707.97 shall be made to the City for street sign installation. <br /> <br />· Payments of $ and $ shall be made to the City for streetlights installation <br />and I-year service cost respectively. <br /> <br />· Payment of $16,100 shall be made to the City in lieu of parkland <br />dedication. <br />
