<br />Landfill Site #3 <br />Page 2 of5 <br /> <br />Analvsis: <br /> <br />In the vicinity, there is a modem intermodal facility on the U.S. <br />Gulf, Barbours Cut Container Terminal, which was designed for <br />vessel productivity and project cargo. The terminal is located at the <br />mouth of Galveston Bay and is three and one half hours' sailing <br />time from the Gulf of Mexico. <br /> <br />The Modem Group serves a broad variety of industries including oil and gas, <br />agriculture, power generation, storage, and transportation. <br />Since 1963 Dragon has dedicated its manufacturing to continually improving <br />the Dragon products design, equipment, and project support. The Modem <br />Group provides extensive selection of durable equipments from a broad <br />range of severe-duty applications including well servicing, bulk storage, <br />liquid and solids hauling and variety of pumping and mud solutions. Other <br />services are as follows: <br /> <br />. Dragon - rigs, tanks, pumps, trailers, containers, roll-off equipments. <br /> <br />. Modem Ag - ag parts, live haul, attachments. <br />. Tiger - offshore, industrial safety, blast resistant building. <br />. Dragon Wind - wind tower manufacturing. <br />. Ranco Trailers - new lightweight, end dump trailers <br /> <br />The requested zone change will provide for the proposed development as an <br />integrated coordinated unit as opposed to traditional parcel-by-parcel and <br />unplanned approach to development. In considering this request, Staff <br />reviewed the following Comprehensive Plan elements: Land Use, <br />Transportation Thoroughfare System, Utility Infrastructure, and <br />Beautification plans. The specific issues considered are as follows: <br /> <br />Land Use - Conformance of a zoning request with the Land Use Plan is one <br />consideration among several criteria to be considered when approving or <br />denying an application. Other criteria may include: <br /> <br />· Character of the surrounding and adjacent areas; <br />· Existing use of nearby properties, and extent to which a land use <br />classification would be in harmony with such existing uses or the <br />anticipated use of the properties; <br />· Suitability of the property for the uses to which would be permissible, <br />considering density, access and circulation, adequacy of public facilities <br />and services, and other considerations; <br />· Extent to which the designated use of the property would harm the value <br />of adjacent land use classifications; <br />
