We wish to retain this permit in the light of the enclosed copy of a letter from the Texas Department of Health, Review and Wastewater Branch, Division of Water Hygiene- which indicates that the City of La Porte does not have adequate capactiy to treat the sewage from this project. The project is under construction, with a permit issued by Harris County, prior to annexation by the City of La Porte. The owners of this project have an agreement with Spenwick Place Municipal Utility District in which this project is located to accept the sewage from the project and to furnish the project with potable water. The City of La Porte is accepting the Spenwick Place M.U.D. Sewage for treatment, under contract, and are furnishing the District with potable water on an emergency basis. We are in complete agreement with the regional concept of wastewater collection and treatment, and are trying to comply with this concept in transporting our sewage to Spenwick Place M.U.D. If, in fact, the City of La Porte does not have adequate capactiy to handle the sewage flow from this project, we would then revert to a treatment plant under the permit issued, on a temporary basis, until such time as the City of La Porte could construct adequate facilities to handle the sewage flow from this project.
