<br />~. <br /> <br />. <br /> <br />AGENDA ITEM 9 FOR REDEVELOPMENT AUTHORITY <br /> <br />AGENDA ITEM 7 FOR TIRZ <br /> <br />DISCUSS MASTER WATERSHED PLAN FOR TAX INCREMENT <br />REINVESTMENT ZONE #1 <br /> <br />Staff would like to visit with the La Porte Redevelopment Authority regarding the <br />funding of a drainage study for the Zone. In December 1999, the City invited major <br />property owners to discuss development of a master watershed plan. Unfortunately, the <br />meeting was not well attended and some of the zeal was lost when Mr. Dutko had to deal <br />with his wetlands issues. However, now may be an appropriate time to resurrect the idea <br />of developing a master watershed plan. <br /> <br />Recently, several meetings with property owners (or their representatives) have taken <br />place. The meetings have been positive and indicate a higher probability for the owners <br />to market the property to interested developers. Additionally, meetings with Harris <br />County regarding the planning and:funding of several road projects have raised concerns <br />regarding expenses associated with stormwater drainage. With some luck, the TIRZ may <br />provide a drainage alternative for some of these projects. <br /> <br />Harris County: Proposed Road Proiects <br />.:. Harris County has indicated the following road projects will require additional and <br />significant drainage improvements. <br />.:. Bay Area Boulevard from Fairmont Parkway to Spencer Highway can be <br />developed using the proposed channel configuration for storage. <br /> <br />.:. The addition of the overpass, proposed improvements to Fairmont Parkway <br />(from SH146 to 16th Street), and the rebuilding ofSens Road (future) would <br />require drainage improvements and detention at an estimate of $2.5 - $3.0 <br />million. <br /> <br />.:. The County's consultants original thoughts were to drain portions of <br />Fairmont Parkway and the overpass west through the UPRR then south into <br />HCFCD channel AI04-07. <br /> <br />.:. I am pressing for consideration of other options, including draining south <br />through the TIRZ to an area already planned as a drainage channel and <br />detention area. <br /> <br />Development of a Master Watershed Plan for the TIRZ <br />.:. Pro,vide recommendations for channel sizes and detention areas necessary to <br />accommodate full development. <br />
