CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman L. Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons Chuck <br />Engelken, Howard Ebow, Alton Porter, Charlie Young and Jerry Clarke. <br /> <br />Members of Council Absent: Councilpersons Guy Sutherland, Deotis Gay and Peter <br />Griffiths. <br /> <br />Members of City Executive Staff and City Employees Present: Assistant City Manager <br />John Joerns, Assistant City ManagerlFinance Director Jeff Litchfield, City Attorney <br />Knox Askins, City Secretary Martha Gillett, Director of Public Works Steve Gillett, <br />Planning Director Doug Kneupper, Chief of Police Bobby Powell, Director of <br />Administrative Services Louis Rigby, Assistant Finance Director Cynthia Alexander, <br />Cash Manger Rick Overgaard, Golf-Pro Alex Osmond, Purchasing Manger Susan <br />Kelley, City Manager's Secretary Carol Buttler and Assistant Fire Chief John Dunham. <br /> <br />Others Present: Spero Pomonis, Mr. Shoppe, Reverend Selwyn Job and a number of <br />La Porte Citizens. <br /> <br />2. The Invocation was delivered by Reverend Selwyn Job, St. Marks United Methodist <br />Church. <br /> <br />3. Council considered approving the minutes of the Regular Meeting, Public Hearing and <br />Workshop meeting on July 13, 1998. <br /> <br />Motion was made by Council person Engelken to ~p'prove the minutes of July 13. 1998 <br />meeting as presented. Second by Councilperson Clarke. The motion carried <br />unanimously. <br /> <br />Ayes: Engelken, Ebow, Porter, Young, Clarke and Mayor Malone. <br />Nays: None <br /> <br />4. PEl'ITIONS, REMONSTRANCES, COMMUNICATIONS, AND CmZENS AND <br />TAX PAYERS WISlDNG TO ADDRESS COUNCIL <br /> <br />Micheal Ellis, 5511 Katey Lane, Arlington, Texas addressed the Council about the Golf <br />Car bid being awarded this evening. Mr. Ellis pointed out that although Yamaha Golf <br />was the low bidder, staff is recommending E Z Go Textron be awarded the bid. <br /> <br />5. Council considered an Ordinance designating the 4.023 mile SH 225 frontage road from <br />western city limits to SH 146 as 50 MPH. <br />
