CALL TO ORDER <br /> <br />The meeting Was called to order by Mayor Norman L. Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Mayor Norman L. Malone, Councilpersons Guy <br />Sutherland, Chuck Engelken, Peter Griffiths, Alton Porter, Deotis Gay, Charlie Young <br />and Jerry Clarke <br /> <br />Members of Council Absent: Councilman Howard Ebow <br /> <br />Members of City Executive Staff and City EmDloyees Present: City Manager Robert <br />T. Herrera, Assistant City Manager John Joerns, Assistant City ManagerlFinance <br />Director Jeff Litchfield, City Attorney Knox Askins, City Secretary Martha Gillett, <br />City Manager's Secretary Carol Buttler, Director of Administrative Services Louis <br />Rigby, Chief of Police Bobby Powell and Assistant Chief of Police Aaron Corrales. <br /> <br />Others Present: Spero Pomonis, Bill Scott, Mr. and Mrs. Griffiths, Kenny Mercado, <br />David Plourde and a number of La Porte Citizens. <br /> <br />2. The Invocation was delivered by Reverend Alan Neel of the Life Community Church. <br /> <br />3. Council considered approving the minutes of the Regular Meeting and Public Hearings <br />on September 14, 1998. <br /> <br />Motion was made by Councilperson Engelken to BP>>rove the minutes of September 14. <br />1998 meeting as presented. Second by Councilperson Griffiths. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Griffiths, Gay, and Mayor Malone <br />Nays: None <br />Abstain: Porter, Young and Clarke <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISlDNG TO ADDRESS COUNCIL <br /> <br />Bill Scott, 1802 Lomax School Rd., La Porte, Texas 77571, Mr. Scott presented the <br />Council with a handout Regarding the proposed Fairmont Parkway Road expansion. <br />Mr. Scott advised Council he is still opposed to this expansion. <br /> <br />s. Council considered approving an Ordinance to amend the Code of Ordinances by <br />adding Article V Guidelines and Criteria Governing Tax Abatement Agreements, <br />adding Sections 66-140 through 66-142 inclusive; authorizing consideration of an <br />application for designation of the "PPG Industries Reinvestment Zone" - (Ordinance <br />#98..2279 - Previously tabled at 9-14-98 Meeting) <br />
