The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Alton <br />Porter, Mike Shipp, Deotis Gay, B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: Atone <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City i~tanager John Joerns, Assistant to the City Manager Janie <br />Bais, Director of Parks and Recreation Stan Sherwood, <br />Purchasing Manager Louis Rigby, Finance Director Jeff <br />Litchfield, Fire Chief Joe Sease, Golf Professional Alex <br />Osmond <br />Others Present: John Black, Bayshore Sun; 4 citizens <br />2. The scheduled executive session was not held. <br />3. Council considered an ordinance approving a service plan for <br />the area proposed to be annexed by the City of La Porte. <br />The City Attorney read: ORDINANCE 1647 - Aid ORDINANCE <br />APPROVING A SERVICE PLAN FOR THE EXTENSION OF MUNICIPAL <br />SERVICES TO AN AREA PROPOSED TO BE AidNEXED BY THE CITY OF LA <br />PORTS, AS PREPARED BY THE CITY'S DEPARTMENT OF COMMUNITY <br />DEVELOPMENT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />Motion was made by Councilperson Waters to adopt Ordinance <br />1647 as read b~ the City Attorney. Second by Councilperson <br />Cooper. The motion carried, 7 ayes and 2 nays. <br />Ayes: Councilpersons Waters, <br />Clarke and Mayor Malon <br />Nays: Councilpersons Gay and <br />4. Council considered allocation <br />general obligation bond funds <br />course. <br />Cooper, Matuszak, Porter, Shipp, <br />0 <br />Skelton <br />of interest earned on 1986 <br />for capital improvements to golf <br />
