Council considered approving the minutes of the Special Called <br />Meeting held on December 18, 1991. <br />Motion was made by Councilperson Thrower to abprove the <br />December 18 minutes as presented. Second by Councilperson <br />Gay. The motion carried, 7 ayes, 0 nays, 2 abstain. <br />Ayes: Councilpersons Sutherland, Thrower, McLaughlin, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilpersons Cooper and Porter <br />6. Mayor Malone presented a letter of appreciation to Mr. Joe <br />Wallace, to express Council's gratitude for a gift of land <br />adjacent to John Brown Park in La Porte. This will enable the <br />park to be increased in size. <br />7. Special Certificates were presented to three outstanding <br />citizens: Marie Coffman, Paul Chase and Jesse Garcia. This <br />is to be an ongoing event by City Council in honor of the <br />Centennial year. The three recipients were very appreciative. <br />8. There were no citizens wishing to address Council. <br />9. Council considered an ordinance adopting City of La Porte <br />investment policy. <br />The City Attorney read: ORDINANCE 1802 - AN ORDINANCE <br />ADOPTING THE CITY OF LA PORTE INVESTMENT POLICY DATED JANUARY <br />13, 1992; PROVIDING A SEVERABILITY CLAUSE; CONTAINING A <br />REPEALING CLAUSE; FINDING COMPLIANCE WITH THE OPEN MEETINGS <br />LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br />It was noted that in Section 3, the words "Personnel Policy <br />Manual" need to be replaced with the words "Investment <br />Policy." <br />Motion was made by Councilperson Cooper to adopt Ordinance <br />1802 as read by the City Attorney and with the word <br />replacements noted. Second by Councilperson Thrower. The <br />motion carried, 9 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, Thrower, <br />McLaughlin, Porter, Gay, Skelton, Clarke and Mayor <br />Malone <br />Nays: None <br />10. Council considered an ordinance approving and authorizing a <br />contract between the City of La Porte and McElroy & Sullivan, <br />L.L.P., Attorneys at Law. <br />
