Second by councilperson <br />Clarke. Council considered an ordinance setting rates for use of <br />Municipal Recreation and Fitness Center. <br /> <br />councilperson Gay had a concern with what he felt was "double <br />paying" by citizens, that is, tax money is being used to build <br />the facility and then the citizens are going to be charged to <br />use it. He also had concern with senior citizens being <br />charged. Stan Sherwood explained that all seniors who were <br />part of the Senior citizens program do not have to pay to use <br />the facility for Senior citizen-related activities. If they <br />use the facility after the Senior citizen program is over for <br />the day, then they would pay one-half price. <br /> <br />David Hyde reviewed the proposed fee structure. Stan Sherwood <br />answered questions from Council. Discussion was held <br />regarding not allowing 16-year olds to use the facility unless <br />they are accompanied by their guardian or other adult. It was <br />explained that this is not in the ordinance, but appears in <br />the policy manual for the use of the facility. <br /> <br />Motion was made by Councilperson Gay that since this should <br />probably be a Dart of the ordinance. to table the ordinance <br />until the next meetinq. Second by councilperson Skelton. The <br />motion was defeated, 2 ayes and 6 nays. <br /> <br />Ayes: <br />Nays: <br /> <br />Councilpersons Gay and Skelton <br />councilpersons sutherland, Cooper, <br />McLaughlin, Clarke and Mayor Malone <br /> <br />Thrower, <br /> <br />Councilperson Sutherland recommended some revisions to the <br />ordinance: (1) change requirement that a member of the family <br />apply in person for membership, to require an adult member of <br />the family apply in person for membership; (2) would like to <br />see the $10.00 sign up fee waived for the first 30 days of <br />enrollment. <br /> <br />There was discussion regarding fees for senior citizens and <br />also use of the facilities by the general public during times <br />that classes for the seniors are in session. <br /> <br />councilperson Skelton expressed concern that senior citizens <br />would be charged too much, even at half price.
