Agenda Date Requested: Council Workshop_June 13} 1984 ~ 2. XX_ REPORT; RESOLUTION; ORDINANCE ~ 3. PROJECT SUMMARY: Staff would like Council to consider budgeting for a cost recovery study for the City of La Porte in budget , year 1984-'85. The proposed study will be designed to develop a ~ program which will match revenue against expenses for departments, which have user charges, regulatory fees, license, and permits. The benefits derived from a study of this nature ~ are: (a) immediate recovery of additional revenue from increased user fees and (b) the City will have the knowledge of what the different fees cost. Thus the City can then set fees t at cost, or make an objective determination to subsidize an activity by charging fees that are lower than the cost of service provided. 4. ACTION REQUIRED: Allow representative from firm of David M. Griffith to make short presentation on "How a Cost Recovery ~ Study could benefit the City of La Porte." 5. ALTERNATIVE: 6. RECOMMENDATION: Staff recommends that if Council agrees that a Cost Recovery Study for the City of La Porte would be beneficial ~_ and is needed, that Council authorize staff to budget that Study (1984-'85) and authorize staff to prepare and mail out a request for proposals to qualified firms to perform the study during the ~_ month of August 1984. ~.
