J. <br />Pfeiffer, with the foLto~ring members and city officials present: Commissioners <br />Z~1m. P. Janes and ~~. D. Burgin, Supt. of Public i~orks Raleigh F~win, City Attorney <br />Carl C. Patrick,.. and City Clerk J. E. I~?luldoon. <br />PrLinutes of the last meeting were read and approved. <br />A,~r. Roy Shipp and Idr. Sam Hall appeared before the Commission in connection with <br />water service in Block 225, San Jacinto Homes Addition. Commissioner Janes <br />stated that he had talked to Geo. H. Sharp, Sr., the f ormer av~mer of the Hall <br />property and that he agreed to pay one-ha1,.f of the cost of a 1" water line. The <br />property owners agreed to pay far 112 feet of 2" water line at X1.20 per foot, <br />same to begin from existing water main to Hall's property. ~'. Shipp would <br />contact the owners and collect their pro-rata part and turn over to the City. <br />The Commission. unanimously agreed to construct the line as agreed ,when this <br />was done. <br />The City Clerk r ead a letter from the Housing and Hie Finance Agency t o the <br />Commi.ssian, in which they requested immediate repayment of X6,600.00 advance <br />made by the Government far the purpose of plan preparation of improvements to <br />existing water system under the City's application No, Tex. !~1-P-551. <br />After much discussion by the Commission it was la~ought out that because of their <br />inability to finance a Bond Issue for more than w~500,000.00, a X500,000.00: issue <br />of wateruvorks and sever system Revenue Bonds was successfully voted February 21, <br />19.8. Ho~;ever, a greater part of this money was spent on the sewer system. At <br />the time they were ready to commes:ce work on the water system, it was found the <br />plans were much .too elaborate for the amount of money they had to spend; also <br />the plans did. not cover the territory as vsras being built up, same being altogether <br />different. from area anticipated. The plans then were discarded, abandoned, and <br />work on the water system then was laid out by the Commission and the Supt. of <br />~'Vatercrorks, from time to time, to the city's ability to pay and to the benefit <br />of t he populace .territory. The Commission then unanimously instructed the City <br />Attorney to anstiv~er the Government Agency's letter that because of the several <br />facts brought out in the discussion and because they did not use the plans, <br />they had not received ar~y benefit, hence they had no obligation to the Government. <br />The Commission unanimously authorized the h~~ayor and City Clerlt to execute con- <br />tract z~rith I~,2r. ~'~m. A. Stabs, Jr., for the extension of a seR,~er main 196 feet in <br />Block 157, Tov~n of La Porte. <br />Carried. <br />?.lotion b;,T Bergin,, second by Jones, authorizing the Tax Collector to cancel the <br />taxes from his retards on the descriptions and for the years reflected on can- <br />cellations Plumbers 1 to 1~., dated this date. <br />Carried. <br />
