CALL TO ORDER <br />Mayor Rigby called the meeting to order at 6:03 p.m. Members of Council present: <br />Councilmembers Engelken, Leonard, Zemanek, Kaminski, Mosteit, Martin, Clausen, and Moser. <br />Also present were City Secretary Patrice Fogarty, City Manager Corby Alexander, and Assistant <br />City Attorney Clark Askins. <br />2. INVOCATION - The invocation was given by Clark Askins, Assistant City Attorney. <br />3. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Councilmember Daryl Leonard. <br />4. PRESENTATIONS, PROCLAMATIONS, and RECOGNITIONS <br />(a) Recognition — Certificates of Appreciation for Thanksgiving By the Bay — Mayor Rigby <br />Mayor Rigby provided Certificates of Appreciation to Dennis Lunday, Barbara Lunday, Bruce <br />Compton, George Welsh, Matt Thomas, Paul Chapman, Rayna Headrick, Rick Weimer, Sandra <br />Holub, and Tonya Sandefer for their contributions and efforts during the Thanksgiving By the Bay <br />event held. Dennis Lunday thanked the City for assistance during the event and vowed the 2014 <br />event will be even better. <br />5. PUBLIC COMMENTS (Limited to five minutes per person.) <br />Robby Sabban spoke on behalf of the Running Alliance Sport and thanked the City for making the <br />La Porte by the Bay Half Marathon race such a successful event. Mr. Sabban advised Council the <br />next race will be held on November 16, 2014. <br />John Kling, 11025 Pinewood Ct., addressed Council in regards to damaged sidewalks in his <br />neighborhood and requested Council to add additional funding for repair of sidewalks. <br />Rhonda Lunsford, 10280 North H, thanked Council for the improvements made at the Lomax Arena <br />and provided her concerns about not adding bucking chutes to the arena. Ms. Lunsford also <br />requested additional clean sand in the arena. <br />6. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted <br />by one motion. There will be no separate discussion of these items unless a Councilmember requests an <br />item be removed and considered separately.) <br />(a) Consider approval or other action regarding the minutes of the special council meeting <br />held December 2, 2013, and minutes of regular council meeting held December 9, 2013 — <br />P.
