KIIBLER~JR. <br />June 10, 1964 <br />KNOX W.AS KINS <br /> <br />Honorable Mayor and Commissioners <br />City of La Porte City Hall <br />La Porte, Texas <br />Gentlemen: <br /> <br />As we had earlier discussed, the Municipal Annexation Act <br />gives rise to some new problems, particularly with regard <br />to overlapping extraterritorial jurisdiction between the <br />surrounding cities and La Porte. We have previously <br />recommended that five foot strips of land be taken in <br />on final reading in areas that the city presently holds <br />under first reading in order to prevent the problems <br />and conflicts that would arise in such overlapping extra- <br />territorial jurisdiction. <br />The City of La Porte's extraterritorial jurisdiction <br />extends for one mile from its present City Limits, the <br />city having a population in excess of 5,000. However, <br />it would be the more conservative and wiser course to see <br />that no area of land that we presently hold under first <br />reading annexation ordinance contains an area that is <br />more than one-half mile from a city limit line. To do <br />this it will be necessary to pass five foot strip ordi- <br />nances in several areas. This would greatly reduce the <br />possibility of additional later litigation concerning the <br />population of the city. <br />200 <br />Therefore, in accordance with your instructions, we have <br />prepared annexation ordinances sealing off the outer limits <br />of the City of La Porte from the surrounding cities and <br />also assuring the City that no area within its extraterritorial <br /> <br />
