CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Peter Griffiths, Deotis Gay, Charlie Young, Jerry Clarke, and Norman <br />Malone. <br /> <br />Members of Council Absent: Alton Porter <br /> <br />Members of City Executive Staff and City Employees Present: City Manager Robert T. <br />Herrera, Assistant City Attorney John Armstrong, Assistant City Manager John Joerns, <br />City Secretary Martha Gillett, Assistant Finance Director Mike Dolby, Director of <br />Administrative Services Louis Rigby, Assistant City Secretary Janis Goulder, Public <br />Works Director Steve Gillett, Administrative Assistant Carol Buttler, Emergency <br />Services Director Joe Sease, Planning Director Doug Kneupper, Purchasing Manager <br />Susan Kelley, Fire Chief Mike Boaze, Police Chief Richard Reff, and Parks and <br />Recreation Director Stephen Barr. <br /> <br />Others Present: John Kolius, Sib Carpenter, Mr. and Mrs. John Focke, Jan Lawler, Doyle <br />Westergren, Reverend Thompson, Christopher Terry, Beth Rickert, Colleen Hicks, N.L. <br />Hantz, Roy Myers, Mr. and Mrs. R. Foster, Brian and Peggy Antone, D. Paul Larson, and <br />a number of citizens. <br /> <br />2. Reverend Thompson - Lomax Baptist Church delivered the invocation. <br /> <br />3. Council considered approving the minutes of the Regular Meeting and Special Called <br />Workshop Meetings on September 11 and September 18,2000. <br /> <br />Motion was made by Councilperson Engelken to approve the minutes of the Regular <br />Meeting and Special Called Workshop Meetings on September 11 and September 18, <br />2000 as presented. Second by Councilperson Griffiths. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Gay, Young, Clarke, and Malone. <br />Nays: None <br />Abstain: Councilperson Clarke abstained from the vote for September 11 and <br />Councilperson Gay abstained from the September 18 vote. <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />T AXP AYERS WISHING TO ADDRESS COUNCIL. <br /> <br />The following citizens addressed City Council: <br /> <br />1) Rhonda Foster - 227 S. Y - addressed Council concerning property values on <br />"Y" Street if city chooses to vacate, abandon, and close the street end of South <br />"Y" Street. <br />
