The request, submitted by <br />Brent Heckendom c/o Allen & Kerber Auto Supply (NAPA Auto Parts), seeks approval of Special Conditional <br />Use Permit (SCUP) for an off-site parking for primary business located at 518 West Main Street. Off-site parking <br />is classified as a conditional use per Section 106-441; Table A, Commercial Uses, Chapter 106 of the Code of <br />Ordinances. <br />Allen & Kerber Auto Supply has been in business in La Porte for over twenty years. The nature of business pertains <br />to supply automotive parts and services to the general public and other businesses in the area. Over the past years, the <br />number of employees increased with the tremendous growth of business. Parking has remained a concern for this <br />facility. There are numerous times when private vehicles are parked along the shoulders of N. 5th Street within the <br />public right-of-way. The owner has purchased this property to provide parking for its employees. Off-site parking <br />will serve as auxiliary parking and will help alleviate parking problems associated with the business. In addition, <br />there is no other reasonable site available nearby. <br />The proposed location for off-site parking is within 300 feet of the principal building. The parking lot will be <br />constructed in accordance with City's standard specifications. Landscaping and screening shall be required as per <br />Section 106-444(a) of the Code of Ordinances of the City. <br />Recently, the owner has constructed an additional building at 516 West Main Street. Architectural Design <br />Standards for the Main Street were not in place at the time of plan approval. Staff discussed this matter with the <br />owner and he agreed to apply masonry products to the front of the newly constructed building. Staff included this <br />as a condition of the requested Special Conditional Use Permit. After receiving citizen input and discussion on the <br />upcoming Main Street Architectural Design Standards, the Commission deleted a condition #5 from the SCUP. <br />Nine (9) notices of public hearing were mailed to neighboring property owners. Two responses were received in <br />favor of the SCUP.
