EARL WILBURN - Mr. Wilburn was recognized and <br />a dressed the Commission regarding special building permits <br />for Monarch Homes to allow them to start building the homes <br />with no services and not accepted by the City-until the <br />utilities have been accepted by the City. Mayor Meza asked <br />that this be taken under advisement by the Commission. <br />
