The meeting was called to order by Mayor Meza at 7:00 P.M. <br />Members of the Council Present: Mayor J. J. Meza, Council- <br />persons Norman L. Malone, John Longley, Gus Faris, I. J., <br />Kibodeaux, Tom Simons, Deotis Gay, Linda Westergren <br />Members of the Council Absent: Councilperson B. Don Skelton, <br />Sr. <br />Members of City Staff Present: City Attorney Knox Askins, <br />City Secretary Betty T. Waters, Chief of Police H. F. Freeman, <br />Director of Public Works Jerry Hodge, Head of Engineering <br />John Joerns, Parks Director Stan Sherwood, Assistant Fire <br />Marshal Bobby McLaughlin, Chief Inspector David Paulissen <br />• Others Present: Frieda Beaty, Baytown Sun; Betsy Webber, <br />Bayshore Sun; Dave Corbin, Busch, Hutchison & Associates; <br />and 47 interested citizens <br />2. The invocation was given by Councilperson Tom Simons <br />3. Council considered the minutes of the regular meeting of the <br />La Porte City Council held on October 21, 1981. <br />A motion was made by Councilperson Kibodeaux to accept and <br />approve the minutes as presented. Seconded by Councilperson <br />Simons. <br />The motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Malone, Longley, Faris, Kibodeaux, <br />Simons, Gay, Westergren and Mayor Meza <br />Nays: None <br />4. Mayor Meza recognized Mr. Henry Stange. <br />Stange: Your honor and ladies and gentlemen, my name is Henry <br />Stange and I am the President of Coast Container Corporation, <br />Inc., as well as the operator of the company. T have been in <br />the container business for nine years and by profession I am <br />a ship's captain. Since 1976 I have put up container storage <br />and repair in Hamburg, Germany, in Antwerp and in Italy, and <br />in the last year in New Orleans. I appreciate that the Council <br />
