<br />Regular Meeting 2/21/72 - continued <br />• recently passed a bond election and upon <br />annexation, the City of La Porte would be <br />responsible for the bonded indebtness of <br />the district. Mr. Spradling cited recent <br />newspaper articles on the use and abuse of <br />utility districts in Texas. He urged the <br />Commission to be cautious in annexing the <br />district. <br />City Attorney, Knox Askins, explained the <br />City's ordinance governing utility districts. <br />He stated the ordinance was very strict and <br />the City had final say over the amount of <br />bonds the district could sell, also by annex- <br />ing the district, the City would have greater <br />control of development of the area. <br />+ + + <br />3. Mrs. Robert Thrower addressed the Commission <br />in regards to the new swimming pool ordinance. <br />Mrs. Thrower stated she felt the ordinance <br />• needed some revisions before adoption. <br />Comm. Thomas stated the Commission wanted an <br />ordinance everyone could live with, but it <br />had been over ten years since the city had <br />passed an ordinance on the swimming pool <br />rules and regulations. He suggested that <br />a committee be appointed to study the ordinance. <br />Mayor Smith appointed a committee of fiveCS) to <br />study the proposed ordinance.
