The meeting was called to order by Mayor Norman Malone at 5:45 <br />P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Bob <br />McLaughlin, Alton Porter, Deotis Gay, Jack Maxwell and Jerry <br />Clarke <br />Members of Council Absent: None <br />Members of City Staff Present: Director of Administrative <br />Services Louis Rigby, City Attorney Knox Askins, City <br />Secretary Sue Lenes, Director of Planing Chuck Harrington <br />Others Present: David Fetzer, and Moss Fetzer of Moroney, <br />Beissner & Company, Inc.; Attorney M. Paul Martin, McGinnis, <br />Lochridge & Kilgore, L.L.P and Howard Ebow, Representative for <br />District 4 on the Planning and Zoning Commission <br />Mayor Malone read: EMERGENCY - Municipal market conditions are <br />volatile and the City is able to sell its bonds at a price and <br />interest rate desired by City Council at this time but future <br />Market conditions may not so permit. <br />2. The invocation was given by Mayor Malone <br />3. Mayor Malone asked if Council had any objections in discussing <br />both item 3.) Consider an ordinance amending the restating <br />Ordinance 94-1971, ordinance authorizing the issuance of City <br />of La Porte, Texas, General Obligation Refunding Bonds, Series <br />1994, (Ord. 94-1973), and item 4.) Consider an ordinance <br />amending and restating Ordinance No 94-1972, authorizing the <br />issuance of City of La Porte, Texas, Waterworks and Sewer <br />System Revenue Refunding Bonds, Series, 1994, (Ord. 94-1974), <br />as one item. <br />City Attorney read: ORDINANCE 94-1973 - ORDINANCE AMENDING AND <br />RESTATING ORDINANCE NO. 94-1971, ORDINANCE AUTHORIZING THE <br />ISSUANCE OF CITY OF LA PORTE, TEXAS, GENERAL OBLIGATION <br />REFUNDING BONDS, SERIES 1994, AND ALL OTHER MATTERS RELATED <br />THERETO; AND ORDINANCE 94-1974 - ORDINANCE AMENDING AND <br />RESTATING ORDINANCE NO 94-1972 ORDINANCE AUTHORIZING THE <br />ISSUANCE OF CITY OF LA PORTE, TEXAS, WATERWORKS AND SEWER <br />SYSTEM REVENUE REFUNDING BONDS, SERIES 1994, AND ALL OTHER <br />MATTERS RELATED THERETO <br />
