Second by Councilperson <br />Shipp. The motion carried, 7 ayes and 0 nays. <br />Ayes: Councilpersons Waters, Porter, Shipp, Gay, Skelton, <br />Clarke and Mayor Pro Tem Lloyd <br />Nays: None <br />g. Council considered an ordinance granting a pipeline permit to <br />Amoco Pipeline Company. <br />The City Attorney read: ORDINANCE 915-Y - AN ORDINANCE <br />GRANTING A PERMIT UNDER SECTION 18-A-3 OF ORDINANCE N0. g15, <br />"PIPELINE TRANSPORTATION," BEING CHAPTER 18-A OF THE CODE OF <br />ORDINANCES OF THE CITY OF LA PORTS, TEXAS, DATED NOVEMBER 25, <br />1975, TO AMOCO PIPELINE COMPANY, TO CONSTRUCT AN 8-INCH <br />PIPELINE FOR THE TRANSPORTATION OF BUTANE; FINDING COMPLIANCE <br />WITH THE OPEN MEETINGS LAW; AND PROVIDING FOR AN EFFECTIVE <br />DATE HEREOF. <br />Motion was made by Councilpers n Waters to adopt Ordinance <br />915 Y as read by the Ci~..y Attorneys with the stipulation that <br />the boring be closely monitored. Second by Councilperson <br />Skelton. Council considered an ordinance amending Ordinance 1476 - <br />Prequalification of Bidders. <br />The City Attorney read: ORDINANCE 1476-A - AN ORDINANCE <br />AMENDING ORDINANCE 1476, AN ORDINANCE REQUIRING THE <br />PRE-QUALIFICATION OF CONSTRUCTION PROJECTS HAVING AN <br />ESTIMATED COST OF GREATER THAN THREE HUNDRED THOUSAND DOLLARS <br />($300,000.00); REQUIRING FILINGS OF CONTRACTOR'S STATEMENTS <br />WITH THE CITY OF LA PORTS; PROHIBITING CONTRACTORS FROM <br />SUBCONTRACTING MORE THAN FIFTY PERCENT (50~) OF WORK ON CITY <br />OF LA PORTS PROJECTS WITHOUT PRIOR WRITTEN CONSENT; REQUIRING <br />ATTENDANCE AT A PRE-BID CONFERENCE AS A PREREQUISITE TO <br />SUBMITTING A BID; PROVIDING FOR PUBLICATION OF NOTICE; <br />APPROVING AND ADOPTING FORMS FOR THE PRE-QUALIFICATION OF <br />
