' <br /> <br />MINUTES OF THE <br />PUBLIC HEARING ON THE OVERALL BUDGET AND SPECIAL MEETING <br />LA PORTE CITY COUNCIL <br />SEPtEMBER 16,1985 <br /> <br />1. The meeting was called to order by Mayor Malone at 6:04 P.M. <br /> <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Delbert Walker, Ed Matuszak, Betty Waters, <br />Lindsay Pfeiffer, Deotis Gay, B. Don Skelton, Linda Westergren <br />~embers of City Council Absent~ Councilperson John Lloyd <br /> <br />Members of City Staff Present: City Manager Jack Owen, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager Richard Hare, Administrative Assistant Olivia <br />Moeller, Director of Human Resources Doug de la Morena, <br />Finance Officer Tom Keilman <br /> <br />Others Present: Pam Smith, Bayshore Sun; Linnea Schlobohm, <br />Bay town Sun; 52 citizens <br /> <br />2. The Mayor called the public hearing on the overall budget to <br />order. <br /> <br />The City Manager reviewed the budget, after which the Mayor <br />asked for those citizens wishing to speak regarding the budget <br />to come forward. The following citizens responded: Clyde <br />Smith, Al Fields (who presented Council with a resolution from <br />the Chamber of Commerce communicating the Chamber's desire to <br />see the pavilion at Sylvan Beach reopened and returned to the <br />use of La Porte-Bayshore Area citizens); David Brady; Tom <br />Simons; John Paul Zemanek; Paula Bridges; Nancy Neely; Doyle <br />Westergren; Lou Lawler; Robert Williams; Leonard Jones; Dick <br />Aubey; Al Pena <br /> <br />The Mayor declared the public hearing closed. <br /> <br />3. Council discussed and considered a proposed flood plain <br />ordinance to insure compliance with the National Flood <br />Insurance Program. <br /> <br />Motion was made by Councilperson Westergren to adopt the flood <br />plain ordinance. Second by Councilperson Matuszak. The <br />motion carried, 8 ayes and 0 nays. <br /> <br />Ayes: Councilpersons Walker, Matuszak, Waters, Pfeiffer, Gay, <br />Skelton, Westergren and Mayor Malone <br />Nays: None <br />
