Mrs. Seeger and Mr. <br />Sanders were asked to speak with Chief Smith after the <br />meeting. <br /> <br />6. Council considered approving an expenditure for a Community <br />Concert. <br /> <br />Motion was made bv Councilperson Porter to <br />expenditure of $2.275.00 for a Communitv Concert. <br />Councilperson McLaughlin. The motion carried, 7 <br />nays. <br /> <br />authorize <br />Second by <br />ayes and 0 <br /> <br />Nays: <br /> <br />Councilpersons Sutherland, Cooper, McLaughlin, <br />Porter, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />7. Deferred until after executive session. <br /> <br />8. Deferred until after executive session. <br /> <br />9. Council considered an ordinance making certain findings of <br />fact under provisions of S.B. 336, Texas Local Government <br />Code. <br /> <br />Motion was made bv Council person Porter to brinq this item <br />back to the table for action at this time. Second by <br />Councilperson McLaughlin. <br /> <br />The City Attorney read: ORDINANCE 1706 - AN ORDINANCE MAKING <br />CERTAIN FINDINGS OF FACT UNDER THE PROVISIONS OF S.B. 336, <br />CODIFIED AS CHAPTER 395, TEXAS LOCAL GOVERNMENT CODE; FINDING, <br />DECLARING, AND DETERMINING THAT THE CITY OF LA PORTE HAS NO <br />ORDINANCES, RULES, REGULATIONS, OR POLICIES, IMPOSING CHARGES, <br />FEES, OR OTHER DEVELOPMENT EXACTIONS, WITHIN THE STATUTORY <br />DEFINITION OF "IMPACT FEE" AS CONTAINED IN SAID CHAPTER 395, <br />TEXAS LOCAL GOVERNMENT CODE; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />The vote was taken and the Ordinance was adopted 7 ayes and <br />o nays. <br /> <br />Ayes: <br /> <br />Councilpersons Sutherland, Cooper, McLaughlin, <br />Porter, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Nays: <br /> <br />10. Council considered an ordinance making findings of fact on the <br />effects of substance abuse and adopting a drug and alcohol <br />abuse policy and procedures for the City of La Porte. <br />
