The <br />property is located within a General Commercial Zone. <br /> <br />Public Input - There were no citizens wishing to address Council on this matter. <br /> <br />Recommendation of Staff - The staff recommends approval of special conditional use <br />permit # SCU 99-001 with recommended changes. Councilperson Young recommended <br />where permit states parkinf! lot should be screened be changed to oarkinf! lot must /7v <br />screened. <br /> <br />Close Public Hearing - Mayor Malone closed the Public Hearing at 6:17 P.M. <br /> <br />7. Council considered approving Special Conditional Use Permit #SCU99-001 for an off- <br />site parking lot for a restaurant located at 2219 Underwood. <br /> <br />Director of Planning Doug Kneupper presented summary and recommendation. <br /> <br />Motion was made by Councilperson Sutherland to approve the Special Conditional Use <br />Permit with noted changes from Councilperson Young. Second by Councilperson <br />Griffiths. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Young, Clarke, and Mayor Malone <br />Nays: None <br />Abstain: None <br /> <br />8. Council considered approving an ordinance authorizing the City Manager to enter an <br />agreement with the Bud Beets Harden Koltlat Architecture for architectural services for <br />the Police Department/Municipal Court planning study and report. <br /> <br />Assistant City Manager John Joems presented summary and recommendation. <br /> <br />Assistant City Attorney read: ORDINANCE 99-2317 - APPROVING AND <br />AUTHORIZING AN AGREEMENT BETWEEN THE CITY OF LA PORTE AND <br />BUD BEETS HARDEN KOLFLA T ARCHITECTURE, INC., TO PROVIDE <br />PROFESSIONAL ARCHITECTURAL SERVICES FOR THE CITY POLICE <br />DEPARTMENT AND MUNICIPAL COURT PLANNING STUDY AND REPORT; <br />PROVIDING FOR AN INITIAL APPROPRIATION OF $23,500, TO FUND SAID <br />CONTRACT; MAKING VARIOUS FINDINGS AND PROVISIONS RELATING TO <br />THE SUBJECT; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; <br />PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />Motion was made by Councilperson Engelken to approve the Ordinance as presented by <br />Mr. Joems.
