CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br /> <br />e <br /> <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Peter Griffiths, Alton Porter, Charlie Young, and Mayor Norman <br />Malone. <br /> <br />Members of Council Absent: Councilperson Deotis Gay and Jerry Clarke. <br /> <br />Members of City Executive Staff and City Emolovees Present: City Manager Robert T. <br />Herrera, Assistant City Attorney John Armstrong, City Secretary Martha Gillett, <br />Assistant City Manager John Joerns, Assistant City Manager Jeff Litchfield, <br />Administrative Assistant Carol Buttler, Director of Planning Doug Kneupper, Director <br />of Public Works Steve Gillett, Director of Administrative Services Louis Rigby, Police <br />Chief Richard Reff, Assistant Finance Director Cynthia Alexander, Assistant City <br />Secretary Janis Goulder, Purchasing Agent Susan Kelley, City Planner Masood Malik:, <br />and Fire Chief Joe Sease. <br /> <br />e <br /> <br />Others Present: James Suber, Ron McElvough, Dr. & Mrs. Mock, B. Don Skelton, <br />Ron Smith, Mr. Berra, Spero Pomonis, Kelly Lannie, Peggy Antone, Colleen Hicks, <br />Mrs. Griffiths, Anna Griffiths, Dave Fetzer and Moss Fetzer of Moroney & Beissner, <br />and a number of other citizens. <br /> <br />2. <br /> <br />Reverend Alan Neel from Life Community Church delivered the Invocation. <br /> <br />3. <br /> <br />Council considered approving the minutes of the Regular Meeting on July 26, 1999. <br /> <br />Motion was made bv Counciloerson Ene:elken to aoorove the minutes of the Ree:ular <br />Meetin,g as oresented. Second by Councilperson Sutherland. The motion carried <br />unanimously. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Porter, Young, and Mayor Malone <br />Nays: None <br />Abstain: Griffiths <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAX PAYERS WISHING TO ADDRESS COUNCIL. <br /> <br />A. James Suber - 3902 Bonita - Representing Bay Colony Property Association <br />addressed Council to oppose the Bayport Terminal Facility and the lack of <br />response from the Council. <br /> <br />B. Ron McElvough - 427 Bayridge - Mr. McElvough advised Council he opposed <br />their policy on EMS transportation services. He wanted to be transported to <br />
