Presentations: <br /> <br />Mayor Malone presented Assistant City Manager Jeff Litchfield an Award from the <br />Government Finance Offices Association for Achievement of Excellent in Financial <br />Reporting. Present to accept the award with Mr, Litchfield was Accounting Manager <br />Kathy Hutton and Cash Manager Rick Overgaard, <br /> <br />7. Kimberly Maki, Vice President of Public Affairs and June Lohman, Public Affairs <br />Coordinator with Time Warner Communications discussed ongoing customer service <br />issues with Council. <br /> <br />8. Council considered approving a resolution authorizing the resale of certain property to <br />Arthur Kelly and Linda Snyder. <br /> <br />Assistant City Manager Jeff Litchfield presented summary and recommendation, <br /> <br />Motion was made by Councilperson Clarke to TABLE Resolution 99-30 as presented by <br />Mr, Litchfield, Second by Councilperson Griffiths. The motion was TABLED, <br /> <br />Ayes: Engelken, Ebow, Griffiths, Porter, Gay, Young, Clarke, and Mayor Malone. <br />Nays: None <br />Abstain: None <br /> <br />9. Council considered approving a resolution adopting the drainage criteria chapter of the <br />Public Improvement Criteria manual. <br /> <br />Director of Planning Doug Kneupper presented summary and recommendation. <br /> <br />Assistant City Attorney read: RESOLUTION 99-31 - A RESOLUTION ADOPTING A <br />PORTION OF TI-IE "PUBLIC IMPROVEMENT CRITERIA MANUAL ("PICM") <br />CALLED FOR IN ORDINANCE 1444 OF TI-IE CITY OF LA PORTE (THE <br />DEVELOPMENT ORDINANCE OF THE CITY OF LA PORTE), RELATING TO <br />DRAINAGE CRITERIA AND IMPROVEMENTS; MAKING CERTAIN FINDINGS <br />RELATING TO THE SUBJECT; FINDING COMPLIANCE WITH TI-IE OPEN <br />MEETINGS LAW; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING <br />AN EFFECTIVE DATE. <br /> <br />Motion was made by Councilperson Engelken to approve the resolution as presented by <br />Mr. Kneupper. Second by Councilperson Griffiths.
