<br />e <br /> <br />e <br /> <br />MINUTES OF THE SPECIAL CALLED REGULAR MEETING, <br />PUBUC HEARING, AND WORKSHOP MEETING <br />OF LA PORTE CITY COUNCIL <br />SEPTEMBER 8, 1999 <br /> <br />1. CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:35 p.m. <br /> <br />Members of City Council Present: Councilpersons Chuck Engelken, Howard Ebow, <br />Peter Griffiths, Alton Porter, Deotis Gay, Charlie Young, and Mayor Norman Malone. <br /> <br />Members of Council Absent: Councilperson Jerry Clarke and Guy Sutherland. <br /> <br />Members of City Executive Staff and City Emplovees Present: City Manager Robert T. <br />Herrera, City Attorney Knox Askins, City Secretary Martha Gillett, Assistant City <br />Manager John Joerns, Assistant City Manager Jeff Litchfield, Director of Planning <br />Doug Kneupper Director of Public Works Steve Gillett, Director of Administrative <br />Services Louis Rigby, Police Chief Richard Reff, Assistant Finance Director Cynthia <br />Alexander, Purchasing Agent Susan Kelley, Golf Course Manager Alex Osmond, <br />Revenue Supervisor Kathy Powell, Fire Marshal Paul Hickenbottom, and Assistant City <br />Secretary Janis Goulder. <br /> <br />Others Present: Neil Welch, Dave Fetzer of Maroney & Beisner, Paul Martin of Akin <br />Gump, Clark Askins, and a number of citizens. <br /> <br />2. Mayor Norman Malone delivered the Invocation. <br /> <br />3. Council considered approving the minutes of the Regular Meeting on August 23, 1999. <br /> <br />Motion was made bv Councilperson Griffiths to approve the minutes of the Regular <br />Meeting as presented. Second by Councilperson Ebow. The motion carried <br />unanimously. <br /> <br />Ayes: Engelken, Ebow, Griffiths, Porter, Gay, Young, and Mayor Malone <br />Nays: None <br />Abstain: None <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPA YERS WISHING TO ADDRESS COUNCIL. <br /> <br />There were no citizens wishing to address Council. <br /> <br />5. Council considered an ordinance consenting to a proposed bond resolution and <br />continuing disclosure agreement to be adopted by La Port Area Water Authority (Ord. <br />99-2357). <br /> <br />Assistant City Manager Jeff Litchfield presented summary and recommendation. Over <br />the next 20 years this will save the La Porte Area Water Authority $1,113,000.00. <br />
