CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:05 p.m. <br /> <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Peter Griffiths, Alton Porter, Deotis Gay, Charlie Young, Jerry Clarke, <br />and Mayor Norman Malone. <br /> <br />Members of Council Absent: None. <br /> <br />Members of City Executive Staff and City Emplovees Present: City Manager Robert T. <br />Herrera, Assistant City Attorney John Armstrong, Assistant City Manager John Joerns, <br />Assistant City Manager Jeff Litchfield, City Secretary Martha Gillett, Director of <br />Planning Doug Kneupper, Director of Public Works Steve Gillett, Director of Parks <br />and Recreation Stephen Barr, Director of Administrative Services Louis Rigby, <br />Administrative Assistant Carol Buttler, Purchasing Agent Susan Kelley, Administrative <br />Secretary Sharon Harris, Receptionist/Deputy Clerk Rose Hall, and Clark Askins. <br /> <br />Others Present: Spero Pomonis, Mike Mosteit, Linda Snyder, Neil Welch, Colleen <br />Hicks, Barry Abrahms and a number of citizens. <br /> <br />2. Councilperson Howard Ebow delivered the Invocation. <br /> <br />3. Council considered approving the minutes of the Regular Meeting and Public Hearing <br />on October 11, 1999. <br /> <br />Motion was made by Council person Ene:elken to approve the minutes of the Ree:ular <br />Meetine and Public Hearine as Dresented. Second by Councilperson Clarke. The <br />motion carried. <br /> <br />Ayes: Engelken, Ebow, Griffiths, Porter, Young, Clarke, and Mayor Malone <br />Nays: None <br />Abstain: Sutherland and Gay <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS COUNCIL. <br /> <br />There were no citizens wishing to address Council. <br /> <br />S. Proclamations: <br /> <br />No one was present to accept the Proclamation for Red Ribbon Week. Mayor Malone <br />will deliver it to the school district. <br />
