CALL TO ORDER <br /> <br />The meeting was called to order by Mayor Norman Malone at 6:00 p.m. <br /> <br />Members of City Council Present: Councilpersons Guy Sutherland, Chuck Engelken, <br />Howard Ebow, Peter Griffiths, Deotis Gay, Charlie Young, Jerry Clarke, and Mayor <br />Norman Malone. <br /> <br />Members of Council Absent: Alton Porter <br /> <br />Members of City Executive Staff and City Employees Present: City Manager Robert T. <br />Herrera, Assistant City Attorney John Armstrong, Assistant City Manager John Joerns, <br />Assistant City Manager Jeff Litchfield, City Secretary Martha Gillett, Director of <br />Planning Doug Kneupper, Police Chief Richard Reff, Assistant Finance Director <br />Cynthia Alexander, City Manager's Administrative Assistant Carol Buttler, Fire Chief <br />Joe Sease, Utility Office Manager Sydney Upchurch, Tax Manager Kathy Powell, Park <br />Maintenance Supervisor Bert Clark, Fire Suppression Supervisor Champ Dunham, <br />Receptionist/Deputy Clerk Rose Hall, and Receptionist/Deputy Clerk Charlotte <br />Boudreaux. <br /> <br />Others Present: James Alexander, Paul Martin, Bill Scott, Theresa and Bill Frashier, <br />Charles Miller, Mr. and Mrs. Bill White, Mr. and Mrs. Sammy Jacobs, Dr. Sawyer, <br />Sib Carpenter, Spero Pomonis, Mr. and Mrs. Bobby Powell, Darla Wheeler, and a <br />number of citizens. <br /> <br />2. Reverend Sonny Boyer delivered the Invocation. <br /> <br />3. Council considered approving the minutes of the Special Called Regular Meeting and <br />Workshop Meeting on February 21,2000. <br /> <br />Motion was made by Councilperson Engelken to approve the minutes of the Special <br />Called Regular Meeting and Workshop Meeting as presented. Second by <br />Councilperson Griffiths. The motion carried. <br /> <br />Ayes: Sutherland, Engelken, Ebow, Griffiths, Gay, Young, Clarke, and Mayor Malone <br />Nays: None <br />Abstain: None <br /> <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS COUNCIL. <br /> <br />PETITIONS - <br /> <br />A. Sib Carpenter - Glen Meadows Subdivision - Addressed City Council <br />about drainage concerns near her home. She distributed a letter to City <br />Council. <br />
