• <br />City Council Minutes -January 17, 2000 -Page 2 <br />Council addressed item 4B first due to the number of citizens present to speak on this <br />matter. <br />B. DISCUSS STREET ENDINGS ON GALVESTON BAY <br />Listed below are the eleven streets which dead end into Galveston Bay: <br />Lobit Street <br />Holmes Street <br />Cypress Street <br />Jefferson Street <br />Sylvan Street <br />Forest Street <br />Garfield Street <br />Hazel Street <br />Oakhurst Street <br />S. "Y" Street <br />Bayshore @ F <br />This item was discussed at length and Council provided staff with the following <br />direction. Council does not want staff to move forward with any of the proposals <br />presented. However, there may be some merit in particular cases and the City <br />should look at each individual case as they may come up in the future. This <br />matter will not be pursued any further by the City at this point. If any resident <br />has a particular request for a particular street ending, they need to contact the <br />City regarding their special request. If the City receives an application to close a <br />street/alley, all residents within 500 feet will be contacted. <br />6:35 Mayor Malone closed the workshop to take afive-minute break. <br />6:45 Mayor Malone reopened the workshop meeting. <br />A. .Discuss La Porte Area Water Authority right to purchase additional water <br />capacity from the City of Houston. Staff recommended that the Authority <br />purchase an additional 0.6-MGD of Production Capacity ($191,767), and an <br />additional 1.97 MGD of Pumping Capacity ($253,933). Additionally, upgrade <br />costs for the existing facility for the Authority will total $563,378. This results in <br />a total estimated cost to the Authority of $1,009,078. This cost will be offset by <br />Rebate Costs for is remaining share of excess capacity. <br />It is recommended that the Authority set the price of Excess Capacity at $0.85, <br />and authorize the General Manager to negotiate f rm option agreement(s) for the <br />sale of 3 million gallons per day. Additionally, authorize the General Manager to <br />negotiate a new contract with Houston to purchase an additional 0.6-MGD of <br />Production Capacity and an additional 1.97 MGD of Pumping Capacity. <br />C. Discuss Traffic Hump Policy - S. Gillett. At this time there will be no changes <br />to the traff c hump policy. However, the results of the traffic hump studies that <br />assist them in targeting areas where there is a speeding problem. <br />
