CALL TO ORDER <br />The meeting was called to order by Mayor Norman Malone at 7:30 a.m. <br />Members of City Council Present: Councilmembers Mike Mosteit, Peter Griffiths, Chuck <br />Engelken, Howard Ebow, Bruce Meismer, James Warren, Charlie Young, Barry Beasley <br />and Norman Malone <br />Members of Council Absent: None <br />Members of City Executive Staff and Cit~Employees Present: Acting City Manager John <br />Joerns, City Secretary Martha Gillett, and Police Chief Richard Reff <br />Others Present: Bill Scott, Debra.Feazelle, J. C. Hughes, Jr., and Fred McGregor <br />2. Mayor Norman Malone delivered the invocation. <br />3. Mayor Malone led the Pledge of Allegiance. <br />4. PETITIONS, REMONSTRANCES, COMMUNICATIONS, AND CITIZENS AND <br />TAXPAYERS WISHING TO ADDRESS CITY COUNCIL <br />Bill Scott of 1802 Lomax School Road, La Porte, Texas, advised City Council that he did <br />not support Acting City Manager John Joerns as City Manager. <br />5. EXECUTIVE SESSION -PURSUANT TO PROVISION OF THE OPEN MEETINGS <br />LAW, CHAPTER 551.071 THROUGH 551.076, 551.086, TEXAS GOVERNMENT <br />CODE, (CONSULTATION WITH ATTORNEY, DELIBERATION REGARDING <br />REAL PROPERTY, DELIBERATION REGARDING PROSPECTIVE GIFT OR <br />DONATION, PERSONNEL MATTERS, DELIBERATION REGARDING <br />SECURITY DEVICES, OR EXCLUDING A WITNESS DURING EXAMINATION <br />OF ANOTHER WITNESS IN AN INVESTIGATION, DELIBERATION <br />REGARDING ECONOMIC DEVELOPMENT NEGOTIATIONS). <br />Council retired into Executive Session at 7:38 a.m. <br />551.074 -(Personnel Matter) -Deliberate the appointment, employment, evaluation, <br />reassignment, duties, discipline, or dismissal of a public officer or employee: Interview <br />applicants for the position of City Manager and discuss appointment of a City Manager. <br />The interview process began with Acting City Manager John Joerns from 8:10 a.m. until <br />8:50 a.m.; the second candidate was F. Michael McGregor, Midland, Texas, from 10:00 a.m. <br />until 10:20 a.m.; the third candidate was J. C. Hughes, Jr., Nacogdoches, Texas, from 1:00 <br />p.m. until 1:50 p.m.; and lastly Mrs. Debra Feazelle, Lamesa, Texas, from 2:47 p.m. until <br />3:27 p.m. <br />6. Council reconvened the Council Meeting at 4:23 p.m. and no action was taken during <br />Executive Session. <br />
