<br />e <br /> <br />e <br /> <br />RESOLUTION NO. 72- 03 <br /> <br />'. <br /> <br />A RESOLUTION TO THE HONORABLE MAYOR AND CITY COUNCILMEN OF <br />THE CITY OF HOUSTON, RESPECTFULLY REQUESTING THAT THE <br />APPLICATION BY SOUTHWESTERN BELL TELEPHONE COMPANY FOR A <br />TWENTY-EIGHT PER CENT (28%) RATE INCREASE BE DENIED. <br /> <br />BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF LA PORTE: <br /> <br />WHEREAS, Southwestern Bell Telephone Company has filed <br /> <br />an application with the City of Houston for a general rate <br /> <br />increase which would have the effect of increasing its rates <br /> <br />in its service area by twenty-eight per cent (28%) over <br /> <br />existing rates; and <br /> <br />WHEREAS, the State of Texas is the only state in the <br /> <br />-e' <br /> <br />United States which does not have a ?ublic Utilities Commis- <br /> <br />sion to protect the interests of smaller cities, such as the <br /> <br />City of La Porte, in dealing with public utility rate matters; <br /> <br />and <br /> <br />WHEREAS, any action taken by the City of Houston on the <br /> <br />present application by Southwestern Bell Telephone Company <br /> <br />will tend to set a pattern for rate increase demands by the <br /> <br />said Southwestern Bell Telephone Company with other municipali- <br /> <br />ties in Harris and surrounding counties; and <br /> <br />WHEREAS, the rate increase being requested by Southwestern <br /> <br />Bell Telephone Company of La Porte and other municipalities <br /> <br />e <br /> <br />is grossly in excess of the guidelines established by the <br /> <br />President's Wage and Price Commission, in its efforts to con- <br /> <br />trol inflation; and <br /> <br />WHEREAS, the City Commission of the City of La Porte <br /> <br />feels that various problems relating to the quality of service <br /> <br />being furnished by Southwestern Bell Telephone Company to its <br />customers in the La Porte area should be resolved before the <br /> <br />said Southwestern Bell Telephone Company should properly ask <br /> <br />for a general rate increase; and <br /> <br />WHEREAS, telephone company customers in the La Porte- <br /> <br />e <br /> <br />Bayshore area are charged a discriminatory rate, being in the <br /> <br />nature of a surcharge over and above the rate charged customers <br />
