Mick <br /> Public Works Director Dave Mick presented a summary. <br /> Councilmember Martin moved to authorize the City Manager to enter into a professional services <br /> agreement with JBS Water Inc., for an audit of the City's water system loss and meter management <br /> programs in the amount of$56,000.00. Councilmember Zemanek seconded. MOTION PASSED. <br /> Ayes: Mayor Rigby, Councilmembers Zemanek, Leonard, J. Martin, <br /> Kaminski, K. Martin, Clausen, Earp and Engelken <br /> Nays: None <br /> Absent: None <br /> 7. REPORTS <br /> (a) Receive report of the Fiscal Affairs Committee—Councilmember Engelken <br /> Councilmember Engelken provided a report of the Fiscal Affairs Committee held prior to the City <br /> Council Meeting. Councilmember Leonard added additional information. <br /> 8. ADMINISTRATIVE REPORTS <br /> City Manager Corby Alexander advised staff will visit with Mr. Parker regarding the completion date <br /> for the 3rd Street project. <br /> 9. COUNCIL COMMENTS regarding matters appearing on the agenda; recognition of community <br /> members, city employees, and upcoming events; inquiry of staff regarding specific factual <br /> information. <br /> Councilmember Clausen commented tonight was a good meeting; Councilmember J. Martin <br /> commented he would like to have a more clear understanding of the Ghost Bikes that Mr. Gibson <br /> addressed to Council and suggested the City set a goal to achieve a double A+ rating in the future; <br /> Councilmember K. Martin thanked staff who participated in the Twilight Cemetery Clean-up and the <br /> Health and Safety Fair; Councilmember Kaminski thanked staff that participated in the Twilight <br /> Cemetery Clean-up, Health and Safety Fair, and reported the Sip and Stroll was well attended; <br /> Councilmember Zemanek reported he attended the Fairmont Splash Park Ribbon Cutting; <br /> Councilmember Leonard commented it is nice to see citizens enjoying the Splash Park; <br /> Councilmember Earp congratulated Councilmember Zemanek on being a new grandfather; and <br /> Mayor Rigby commented he attended the Fairmont Splash Park Ribbon Cutting, and mentioned <br /> Councilmember Zemanek had suggested it would be nice for the kids to cut the ribbon, which is <br /> what took place; the Health and Safety Fair was great and how he enjoyed presenting the awards; <br /> and advised that City Manager Corby Alexander, City Secretary Patrice Fogarty, Councilmember <br /> Martin and he attended the 2015 TML Conference. <br /> 10. EXECUTIVE SESSION The City reserves the right to meet in closed session on any agenda item <br /> should the need arise and if applicable pursuant to authorization by Title 5, Chapter 551, of the <br /> Texas Government Code, including, but not limited to, the following: <br /> Texas Government Code, Section 551.072 — For the purpose of deliberating the purchase, <br /> exchange, lease or value of real property: Meet with City Manager and City Attorney to discuss a <br /> Joint Ordinance and Boundary Adjustment Agreement and Joint Ordinance and Revenue Sharing <br /> Agreement with the City of Morgan's Point regarding a 4.42 acre tract of land currently <br /> Page 4 of 5 <br /> September 28, 2015, Council Meeting Minutes <br />
