TX 77067 <br />Telephone (713) 873-2311 <br /> <br />AIR #.. <br />!PRODUCTS t~~ <br /> <br />28 March 1988 <br /> <br />City of LaPorte <br />Post Office Box 1115 <br />LaPorte, Texas 77571 <br /> <br />Attention: Ms. Cherie Black <br />City Secretary <br />713/471-5020 <br /> <br />Subject: Proposed Sale of Air Products' 10" Pipeline Covered by LaPorte City Ordinance <br />No. 9l5-Q to Texaco Chemical Company for Propylene Service. <br /> <br />Dear Cherie, <br /> <br />Approximately 12 months ago, I contacted LaPorte regarding the following: <br /> <br />(1) to request LaPorte's consent to transfer the service of the subject pipeline from <br />carbon dioxide service to ethylene service. <br /> <br />(2) to notify LaPorte that the subject Ordinance would be assigned to Cain Chemical <br />Company (formerly Corpus Christi Petrochemical Company) who was proposing to <br />purchase the pipeline and put it in ethylene service. <br /> <br />The request in (1) above was granted by LaPorte via Ordinance No. 9l5-Q-l attached as <br />Exhibit A. To make a long story short, Cain never closed on the pipeline and Air <br />Products has since entered into an Agreement with Texaco Chemical Company who is <br />proposing to purchase the pipeline and put it in propylene service. The purpose of <br />this letter, therefore, is the following: <br /> <br />(1) to request LaPorte's consent to transfer the service of the subject pipeline from <br />ethylene service to propylene service. <br /> <br />(2) to notify LaPorte that the subject Ordinance will be assigned to Texaco Chemical <br />Company who, by signing below, agrees to comply with all the terms and conditions <br />(including the $200.00 annual fee) of the subject Ordinance. <br /> <br />If LaPorte concurs with the above request, please have the appropriate party sign both <br />copies of this letter below and return one copy to my attention at the above addresss. <br /> <br />Please note that all of the safety issues we previously addressed for ethylene use are <br />substantially the same for propylene use. In addition, please note that the pipeline <br />was successfully pressure tested to 1100 psig on 15 October 1987 in accordance with <br />Department of Transportation test requirements. The documentation and certification <br />for this test are attached as Exhibit B. (Texaco's proposed operating pressure is 600 <br />psig). <br />
