The sale of beer by retailers, manufacturers <br /> <br />or distributors not for consumption on the premises where <br /> <br />sold shall not be affected by this Ordinance, and such sales <br /> <br />shall be made in accordance with the general laws of the <br /> <br />State of Texas. <br /> <br />Section 4. It is expressly provided that this Ordinance <br /> <br />is not an attempt to create zones under a comprehensive <br /> <br />zoning plan as authorized by Articles 1011a to 1011j, inclu- <br /> <br />sive, of the Revised Civil Statutes of Texas, but to designate <br /> <br />certain areas wherein beer for consumption on the premises <br /> <br />may be sold in accordance with the authority granted by <br /> <br />Article 667-l0~ of the Penal Code of the State of Texas. <br /> <br />Section 5. That hereafter no license for the sale of <br /> <br />beer for consumption on the premises where sold shall be <br /> <br />issued or approved, save and except in the areas herein <br /> <br />designated. <br /> <br />Section 6.
