Nothing contained in this ordinance shall be construed now or hereafter as limiting or modifying, in any manner, the right and power of the City of La Porte under the law to regulate the local exchange rates and charges of South- western Bell Telephone Company for telephone service within the City of La Porte, nor shall anything contained in this ordinance limit the rights and remedies of Southwestern Bell Telephone Company under the law to secure changes in the rates . it is authorized to charge in order to provide such company with a fair return on the fair value of its property. Section 3. All ordinances heretofore passed by the City Commission of the City of La Porte authorizing rates and charges for telephone service by Southwestern Bell Telephone Company are hereby repealed. Section 4. If any provisions, section, subsection, sen- tence, clause or phrase of this ordinance, or the application of same to any person or set of circumstances is for any reason held to be unconstitutional, void or invalid, the validity of the remaining portions of this ordinance or their application e. to other persons or sets of circumstances shall not be affected thereby, it being the intent of the City Commission in adopting this ordinance that no portion thereof or provision or regulation
