Nothing contained in this ordinance shall <br /> <br />be construed now or hereafter as limiting or modifying, in any <br /> <br />manner, the right and power of the City of La Porte under the law <br /> <br />to regulate the local exchange rates and charges of Southwestern <br /> <br />Bell Telephone Company for telephone service within the City <br /> <br />of La Porte, nor shall anything contained in this ordinance limit <br /> <br />the rights and remedies of Southwestern Bell Telephone Company <br /> <br />under the law to secure changes in the rates it is authorized to <br /> <br />charge in order to provide such company with a fair return on the <br /> <br />fair value of its property, <br /> <br />e <br /> <br />Section 3. All ordinances heretofore passed by the <br /> <br />City Commission of.the City of La Porte authorizing rates and <br /> <br />charges for telephone service by Southwestern Bell Telephone <br /> <br />Company are hereby repealed. <br /> <br />Section 4. If any provisions, section, subsection, <br /> <br />sentence, clause or phrase of this ordinance, or the application <br /> <br />of same to any person or set of circumstances is for any reason <br /> <br />held to be unconstitutional, void or invalid, the validity of the <br /> <br />remaining portions of this ordinance or their application to other <br /> <br />persons or sets of circumstances shall not be affected thereby, it <br /> <br />being the intent of the City Commission in adopting this ordinance <br /> <br />e <br /> <br />that no portion thereof or provision or regulation contained <br /> <br />herein shall become inoperative or fail by reason of any uncon- <br /> <br />stitutiona1ity of any other portion hereof and all provisions of <br /> <br />this ordinance are declared to be severable for that purpose. <br /> <br />Section 5.
